Commercial broadcasting is programming by privately owned corporate media, as opposed to state sponsorship. An example of a commercial broadcasting: 

A PSB (Public Service Broadcaster) is financed and controlled by the public and it is for the public.

The difference between a commercial broadcaster is it is privately owned and a PSB is owned and controlled by the public.

The BBC is publicly owned and stands for British broadcasting corporation. The BBC is funded by an annual licence fee which is £150.50. The BBC's mission is to serve all audience by having high-quality shows which can inform, entertain and educate.

How does the BBC broadcast or provide content nationally, locally and globally?

  Based on the types of programmes available, the branding of the station , the choice of presenters and listening to the content, explain the general  content, identity and audience of Radio 4 and  give some  examples of speech-based radio programmes from the  station.
